Aqaba New Port – Package 2 Prequalification of Grain Terminal Construction Contract
 

"Aqaba Development Corporation (ADC) is the main development corporation for the Aqaba Special Economic Zone (ASEZ), a liberalized, low-tax, duty-free, multi-sector economic development zone. ADC is a private shareholding company, launched by the government of Jordan and the Aqaba Special Economic Zone Authority (ASEZA), to transform the ASEZ into a world-leading hub for business and leisure. ADC’s assets include the ports of Jordan, Aqaba’s airport and strategic parcels of land covering most of the 375 km2 Aqaba zone; as well as key utility and infrastructure development/management rights within the ASEZ.
The New port of Aqaba is one of Jordan’s national infrastructure priorities, and will constitute a major element of the country’s long-term economic growth, as it is part of its sole maritime gateway and a key component of ASEZ’s emerging positioning as a leading, multi-modal, logistical, trade gateway for the Levant region on the Red Sea.

The new Grain Terminal forms part of the New Port development and is located in the south-eastern sector of this development, covering an area of approximately 30 hectares. The development of the new Grain Terminal includes the vertical storage silo’s, bagging plant, truck loading facilities, offices and other support facilities, intake and outtake facilities, conveying systems connecting the storage facility with the marine facility and a minimum of two ship unloaders. The marine/berthing facilities for vessels do not form part of this scope of works.

ADC hereby requests technically and financially qualified firms to submit an Expression of Interest (‘EOI’) for the construction of the new Grain Terminal, for the New Port of Aqaba, Jordan. Interested parties wishing to be pre-qualified to tender for the project are requested to submit a fully completed EOI and prequalification questionnaire. Submissions are to be sent in hard copy to the below address and soft copy via email with the completed questionnaire being provided in Excel format. Information provided on the questionnaire will be used to select a list of contractors that will then be invited to tender for the project.
Companies that wish to be pre-qualified must demonstrate experience in the construction of similar projects, with contract values in excess of US$ 15 million. The contract will be tendered as a Turn Key project under FIDIC contract conditions (‘Silver Book’).

In order to pre-qualify, an international company will be required to engage with a local Jordanian contracting firm in the form of a Joint Venture. The local partner participation shall be a minimum of 25% of the value of the contract. The prequalification should in particular focus on the proven expertise of the equipment supply and construction companies. Details of the Jordanian Joint Venture partner, seeking to be pre-qualified must be submitted with the prequalification submission. The required form for the EOI can be downloaded from www.adc.jo or requested from the following email address: Newport@adc.jo. The EOI form together with the completed questionnaire, duly signed by an authorised representative, should reach ADC not later than 15/2/2011, 16:00 Jordan Local Time. Submissions received after that date and time will not be considered. Incomplete submissions will not be considered.

It is strongly recommended to send the EOI form and questionnaire by courier and advise ADC by facsimile or email of the date of dispatch, airway bill number and expected date of arrival.

ADC will treat the completed EOI forms and questionnaire as confidential. Materials submitted to ADC will not be returned whether the interested party’s application is successful or not.

This invitation for prequalification does not constitute an offer; nor is it a legally binding promise to tender the project. ADC reserves the right not to continue with the prequalification and/or the tendering process, to cancel the opportunity, or choose another approach to the development of the grain terminal and project.
